ℹ️ This affects which appeal grounds are available (e.g., POFA keeper liability doesn't apply to lease cars)

This list is provided for general guidance. Not all parking operators will appear, and absence from the list does not imply that an operator is unlicensed, unauthorised, or operating incorrectly.

PCN Type

Auto filled from issuer. Manually toggle PCN type if your issuer is not listed.

Keep it factual and concise. Mention who was driving, what happened, and any supporting context without emotional language—this helps the letter stay professional.

Only relevant for postal private PCNs. Leave blank if not applicable.

💡 Tip: For further information on any of these appeal grounds, consult the legislation in the Resources section.

⚠️ Based on what you've entered so far, we've auto-selected the most relevant appeal grounds. Please review and check all grounds carefully before submission. You are responsible for ensuring the grounds selected accurately reflect your case.

ℹ️ Checking this will auto-select the "Pay machine/app/VRM error" ground below and clear other selections.

Use when the Notice to Keeper was sent more than 14 days after the parking event, doesn't include all mandatory information, or uses incorrect wording. This prevents keeper liability being transferred from the driver.

Protection of Freedoms Act 2012 Schedule 4

Use when entrance signs were not clearly visible on entry, didn't show the key terms (price, time limits), were too small, obscured by foliage, or signs inside the car park contradicted entrance signs.

BPA Code of Practice

Use when you were ticketed within 10 minutes of arrival (or 5 minutes for overstay). Codes of Practice require reasonable grace periods to read terms and safely exit.

BPA/IPC Codes of Practice

Use when there's doubt the operator has proper authority from the landowner to issue charges, particularly if the operator seems unrecognized or the site has changed management recently.

Protection of Freedoms Act 2012

Use when you're the registered keeper but weren't driving, and don't wish to identify the driver. Only effective if POFA Notice to Keeper was not properly served.

Protection of Freedoms Act 2012

Use when the payment machine was broken, card reader failed, or parking app crashed/had technical issues. Include screenshots, error messages, timestamps, or transaction attempts.

Consumer Rights Act 2015

Use when ANPR cameras may have misread your entry/exit times, you were charged twice for one visit (double-dip), or timestamps seem inaccurate. Request calibration certificates.

BPA/IPC Codes of Practice

Use when the parking charge is excessive compared to genuine loss (e.g., £100 for overstaying by 5 minutes in a free car park). Charges must be genuine pre-estimates of loss, not penalties.

ParkingEye v Beavis case

Use when the operator may have accessed DVLA keeper data without proper authority, used it for purposes beyond debt recovery, or retained data longer than necessary.

Data Protection Act 2018

Use when you have a disability and weren't given reasonable extra time, or accessibility issues prevented compliance with terms (e.g., couldn't reach payment machine, mobility issues delayed exit).

Equality Act 2010

Tip: Add further details specific to your case in the notes boxes. Clear photos and documents materially improve outcomes.

💡 Check the evidence types you want to include, then upload files directly below each section. You can add descriptions for each file that will appear in your PDF.

Guidance

  • Council PCNs – focus on statutory procedure and evidence. Reference TMA 2004 & 2007 Regs.
  • Private PCNs – focus on POFA 2012 Schedule 4 and BPA/IPC Codes. Mention contract formation and signage.
  • Attach supporting photos, receipts, or proof with your letter.
  • Your letter will be shown on the next page for review before payment.
