Croydon PCN Appeal Guide: Know Your Rights Before You Pay

Croydon Council enforces CPZs across Croydon town centre, South Norwood, Thornton Heath, Purley and Coulsdon, with CCTV enforcement on bus lanes serving the Tramlink network. You have 14 days to pay at the 50% reduced rate or 28 days to submit an informal challenge. Croydon has an extensive Tramlink network with dedicated lanes. Enforcement along tram corridors is camera-based and PCNs are issued for stopping in tram lanes, including brief stops. If Croydon reject your informal challenge they issue a Notice to Owner. You have 28 days to make formal representations. If rejected, Croydon issues a Notice of Rejection and you have 28 days to appeal to the London Tribunals. The appeal is free. For tram lane PCNs, adjudicators examine whether the lane markings and signs met the required standards at the camera location. The adjudicator considers whether the contravention occurred and whether any procedural errors apply. The adjudicator's decision binds Croydon Council but not you.
