Glasgow PCN Appeal Guide: Know Your Rights Before You Pay

Glasgow City Council enforces parking restrictions and Low Emission Zone (LEZ) contraventions across the city. For standard parking PCNs, you have 14 days to pay at the reduced rate or submit an informal challenge within 28 days. If your PCN relates to the LEZ, check whether your vehicle class is correctly recorded and whether any exemption applies. Glasgow issues a high volume of PCNs, with a growing proportion related to the city-wide LEZ which operates 24 hours a day. For LEZ challenges, Glasgow must demonstrate that your vehicle class breached the relevant emissions standard. Many older vehicles qualify for exemptions, and classic vehicle classifications can apply to certain registered keeper categories.

If Glasgow reject your informal challenge, you have the right to appeal to the Scottish Parking Appeals Service (SPAS), the independent adjudication body for Scottish councils. SPAS handles parking appeals from Glasgow, Edinburgh and other Scottish local authorities. The SPAS appeal is free and decided by an independent adjudicator. You can submit written evidence, photographs and supporting documentation online. SPAS adjudicators are independent of the council and apply consistent procedural standards across Scotland. The adjudicator's decision is binding on Glasgow City Council but not on you.
