Newham PCN Appeal Guide: Know Your Rights Before You Pay

Newham Council enforces CPZs across Stratford, West Ham, Forest Gate, Green Street and Canning Town, with significant bus lane and moving traffic enforcement around Stratford town centre. You have 14 days to pay at the 50% reduced rate or 28 days to submit an informal challenge. Newham has expanded its CPZ coverage significantly since the 2012 Olympics, and zone boundaries can be unfamiliar to drivers visiting the area. If you were parked in what you believed was an unrestricted area, check the current boundary maps on the Newham Council website to confirm whether the restriction was in force at the relevant time.

If Newham reject your informal challenge they issue a Notice to Owner. You have 28 days to make formal representations. If rejected, Newham issues a Notice of Rejection and you have 28 days to appeal to the London Tribunals, the independent adjudication service for London council PCNs. The appeal is free and conducted online. The adjudicator considers whether the PCN was lawfully issued, whether the signage was adequate and whether any procedural errors apply. The adjudicator's decision binds Newham Council but not you.
