Barnet PCN Appeal Guide: Know Your Rights Before You Pay

Barnet Council operates one of the largest outer London controlled parking zone networks, covering Finchley, Hendon, Edgware, New Barnet and Whetstone. Zone boundaries can be confusing and PCNs are frequently issued for parking just outside a resident permit holder's designated zone. You have 14 days to pay at the 50% reduced rate or 28 days to submit an informal challenge. If your PCN was issued because your vehicle was in the wrong zone, check the bay markings carefully. Zone signs must clearly identify the zone letter and permitted hours. If the signage was unclear or bay markings were worn, include photographs in your challenge.

If Barnet reject your informal challenge they issue a Notice to Owner. You have 28 days to make formal representations. If rejected, Barnet issues a Notice of Rejection and you have 28 days to appeal to the London Tribunals. The appeal is free and conducted online. The adjudicator considers whether the contravention occurred, whether zone markings were adequate and whether any procedural errors apply. Submit photographs of the bay markings, zone signs and any council correspondence with your Tribunals submission. The adjudicator's decision binds Barnet Council but not you.
