Where this operator enforces

What makes Cardiff Council different?

Cardiff enforces city centre moving traffic restrictions along with resident zones in Cathays and Roath.

Bilingual Welsh-English plates must be displayed; if one language is missing or obscured, councils often cancel the PCN.

Wales Online (Dec 2024) covered Cardiff cancelling PCNs on Wood Street because Welsh text was missing during roadworks.

Common contraventions

  • Moving traffic 31J - Entering a box junction when prohibited
  • Code 21 - Suspended bay
  • Bus lane 34 - Newport Road inbound

Appeal tips that work for Cardiff Council

  • Include close-up photos of bilingual signage, especially if temporary plates were only English.
  • Map out diversion routes that forced you into a restricted turn to prove there was no signage ahead.
  • Ensure you reference the council's mitigation policy for key workers and NHS permit holders.

Common mistakes to avoid:

  • Never admit fault; even "I didn't realise" weakens your case
  • Don't pay while appealing; it waives your appeal rights
  • Don't miss deadlines; late appeals are automatically rejected

How to appeal a Cardiff Council PCN

Cardiff Council issues parking charge notices covering city centre restrictions, resident permit zones and bus lane contraventions. You have 14 days to pay at the 50% reduced rate or 28 days to submit an informal challenge. Include photographs of the signage, bay markings and your vehicle's position at the time the PCN was issued. Cardiff enforces a range of on-street restrictions including double yellow lines, resident permit zones and school street restrictions. If the signage or road markings at the contravention location did not comply with the relevant statutory instrument, this is a recognised ground for challenge.

Appealing to the Traffic Penalty Tribunal

If Cardiff reject your informal challenge they issue a Notice to Owner. You have 28 days to make formal representations. If those are rejected, Cardiff issues a Notice of Rejection and you have 28 days to appeal to the Traffic Penalty Tribunal (TPT). The TPT covers England and Wales, so Cardiff council decisions are subject to TPT adjudication. The TPT appeal is free, conducted online and decided by an independent adjudicator. The adjudicator's decision binds Cardiff Council but not you. You can submit written evidence, photographs and any correspondence online through the TPT portal.

Frequently asked questions

Should I appeal my Cardiff Council parking ticket?

Traffic Penalty Tribunal data suggests 33% of Cardiff appeals were allowed, often due to unclear bilingual signage. If you have evidence that signage was non-compliant, a bay was incorrectly suspended or diversion routes forced a contravention, it is worth appealing.

What are the deadlines for a Cardiff PCN appeal?

You have 14 days from the date of issue to pay the reduced penalty (usually 50% off). Within 28 days you can make an informal challenge. If rejected, you will receive a Notice to Owner and have a further 28 days for formal representations. If those are rejected, you can appeal to the Traffic Penalty Tribunal.

Can I appeal a Cardiff PCN if the signage was only in English?

In Wales, statutory signage requirements under the Traffic Signs Regulations generally require bilingual signs. If Cardiff Council's signage was in English only and this was not compliant with the relevant statutory instrument, this could be a valid ground for appeal.
