Lewisham PCN Appeal Guide: Know Your Rights Before You Pay

Lewisham Council enforces CPZs across Lewisham town centre, Catford, Deptford, Lee and Blackheath, with moving traffic and bus lane enforcement on key South London corridors. You have 14 days to pay at the 50% reduced rate or 28 days to submit an informal challenge. Deptford has expanded school street restrictions in recent years. Blackheath has a protected village green area with restrictions on surrounding approach roads. If your PCN relates to a school street or heritage zone restriction, check whether the signage met the required statutory standards and photograph the location.

If Lewisham reject your informal challenge they issue a Notice to Owner. You have 28 days to make formal representations. If rejected, Lewisham issues a Notice of Rejection and you have 28 days to appeal to the London Tribunals. The appeal is free and decided by an independent adjudicator. The adjudicator considers whether the contravention occurred, whether signage was adequate and whether any procedural errors apply. Submit photographs of the relevant signage, any council correspondence and dashcam footage if available. The adjudicator's decision binds Lewisham Council but not you.
